To avoid disorder, why not just set up a Constitutional Commission to draft a new constitution?

How far can a constitution determine the type of statehood? While reinstating the 1945 Constitution, President Sukarno made himself the Great Leader of the Revolution, implemented Guided Democracy, disbanded the popularly elected parliament, set up his own Mutually Cooperative parliament and accepted his appointment as life-long president by the Provisional People's Consultative Assembly, a body he had founded himself.
