Two Presidential Instructions
The presidential antiterror instruction to the Coordinating Minister for Political & Security Affairs may be redundant, while the one for the State Intelligence Agency chief could be a stage for overacting.

After introducing two government regulations in lieu of the law against terrorism, President Megawati issued two written instructions to expedite their enforcement.
