IF Indonesia were a normal country, Maluku would have long been placed under a state of military emergency. Why not? Public security and order has long gone and the civilian emergency authority has failed to end the armed conflict in the area. Still, there's a compelling reason why this magazine is of the view that putting Maluku under a state of military emergency now isn't the best way to end the conflict in the Spice Islands. Indonesia
