Can the DPR refuse to confirm the government's ambassadorial nominees? The phrase "take into consideration the DPR's deliberation" may need common interpretation.

Eight of the 27 people nominated to be diplomatic envoys by the Ministry of Foreign Affairs have been rejected by the House of Representatives (DPR), following a fit-and-proper test on them. The DPR's Commission I, which oversees defense, security and foreign affairs has asked the government ministry to submit new names to replace the eight nominees who failed the legislature's examination.
