Every time a market burns down—particularly when it is rumored that the government has planned to renovate it—arson is inevitably suspected. Markets and other public facilities are crowded places. Discussions about renovations and building better facilities are complicated and tend to drag on. People readily conclude that the government prefers the easy approach: burn it down.
