Clear Rules Needed

The 1969 joint ministerial decree issued by the ministers of home affairs and religious affairs, regulating the establishment of houses of worship, needs to be revised for clarity.

THE 1945 Constitution guarantees everyone the right to worship according to his or her religion. The context, however, differs when it comes to building houses of worship. Belief in a religion, and even changing religions are rights protected by the United Nations Convention on Human Rights. Building a house of worship, on the other hand, must take into account the social environment, availability of land and so on.
