A Flood of Aid
Assistance should be given if it is to be used. If necessary, we should ask for help on how to absorb it effectively.

THE tsunami that caused so many casualties in Aceh and along coastal areas in several South Asian countries has led to the world wanting to help. A huge amount of money has been collected: the total so far is around US$4 billion. This money is not about to appear instantly. It is still in the form of funds pledged and allocated by donors.
