FOR almost three months Umar Saleh could not sail his boat to Limboto Lake in Gorontalo—a lake where he usually fishes to fulfill his family’s needs. It is because the lake’s water level has not gone down for some time. This condition makes this father of two give up hope. “Even if I sail to the middle of the lake, I will get no more than a kilogram of fish,” complained the 32-year-old. As such, he instead chose to help his wife at thei
