IN a partially open building, several people can be seen welding, turning pieces of metal into plates, and smoothing metal plates. All of the work was done by electrical equipment. In another room, some half-completed turbine engines have already been painted orange. Soon an open-bed truck arrives, and the workers are busy loading the completed turbine engines onto the truck for delivery to customers.

The workshop, manned by 13 workers plus som
