IN a small classroom at Bengkala—a poor village in the interior of Buleleng regency, Bali—a group of deaf-mute children are learning in silence. There are no shouts in the classroom, no laughter or chatting—as is usual among schoolchildren. They would simply exchange sign language and “talk” with one another in silence.
