The 18-month-old baby girl laughed as Siti Romlah held her. That morning Siti, 23, was about to breastfeed her child at her house in Wuring village, Sikka regency, East Nusa Tenggara. "Last time I weighed her, she was about 11 kilograms," Siti told Tempo two weeks ago.
