An NGO provides women in 10 villages in East Nusa Tenggara with cell phones to help them reach officials. The system has produced concrete results, but not every message meets a favorable response.

Almost every day, heavy rains pounded Raknamo village, on the western end of Timor Island, East Nusa Tenggara. The climate worried Ermi Rodiyati Bani, 39. The dike in Raknamo was extremely fragile.
