The National Disaster and Relief Management Coordination Board was set to purchase secondhand helicopters from Germany, till some irregularities were detected. Jusuf Kallas name was mentioned.

THE attempt to acquire 28 helicopters by the National Disaster and Relief Management Coordination Board at the end of 2005 ended unhappily. There were clear signs of corruption and collusion, starting from the procurement to the supplying process. Although the plan has been canceled, there are lessons to be learned from the case.
