THERE were heaps of hollow plastic sacks containing rubbish on the side of Jalan Raya Belega, Gianyar, Bali, on Monday, March 20. There were also several pairs of rubber boots, a gallon of drinking water and a bamboo stick with a black flag fastened to its tip carrying the logo Sungai Watch (River Watch).
