THE president of a republic anywhere in this world needs constitutional powers to respond quickly to an emergency situation which threatens national security. A president is able to make quick decisions and act more rapidly than a parliament which would invariably take time to argue and deliberate before reaching an agreed-upon decision.
Under the 1945 Constitution, the president is vested with powers to declare a state of emergency (Article 12)
