Housing construction for tsunami victims in Aceh has not been smooth. Many houses are defective.

THE barracks along the Cot Iri River, Greater Aceh, resemble a slum area. When it rains, it becomes muddy with rubbish scattered about. The residences are packed. One hundred and seventy houses for temporary occupancy are inhabited by about 700 people.
