Garut Governance Watch was born with many shortcomings. The proceeds from the city transportation vehicles belonging to one of its founders was the mainstay of the organization. Instead of quitting, they got even more active in investigating the many cases of corruption. They initiated public participation to maintain transparency across 28 villages.

Apit Masduki was suffering from a splitting headache. An antigraft organization, the Garut Governance Watch (G2W), which he set up in May 2002 was in desperate need of funds, and it was just in its second year of operations.
