Former CEO of Pelabuhan Indonesia II Richard Joost Lino: The Contract Takes Effect After the Minister Agrees

RICHARD Joost Lino still firmly stands behind his decision to extend the cooperation contract for the management of the Jakarta International Container Terminal (JICT) with Hutchison Port Holdings five years before the contract ends in 2019. This former CEO of Pelabuhan Indonesia (Pelindo) II holds that the state benefits from this arrangement. One advantage, he pointed out, is the payment of an upfront fee of US$215 million, which can be used by the company to develop port investments in Indonesia.

The problem is, an investigative audit by the Supreme Audit Agency (BPK) has stated the exact opposite. The government audit agency found indications of state losses of Rp4.08 trillion under JICT management. "I don’t know where the BPK got those figures, but I felt that we had to improve this terminal," said Lino when explaining the basic considerations and calculations for the JICT contract to Arif Zulkifli, Anton Aprianto, and Khairul Anam from Tempo, on Thursday last week.
