IT is hardly outlandish to suggest the one thing that is supposed to separate human beings from animals is their self-restraint. Jakarta Governor Fauzi Bowo, hopefully to his enduring political cost, apparently doesn't think so.

Why else would an educated man in his exalted position make such a fool of himself by suggesting that women who wear miniskirts or other so-called provocative clothing are inviting sexual assault.
