HOW do counties determine their sea borders? The United Nations has the answer. The initial instrument was four Geneva conventions made in 1958, which regulated territorial seas and contiguous zones, fishing and sea life, continental shelves, and international waters. Later on, it was felt that the convention was insufficient, as many new independent states were demanding sovereignty over their seas.
