FOR the first time in the two years since President Susilo Bambang Yudhoyono and Vice President Jusuf Kalla took office, tension between the two has come to the surface. This situation was triggered when SBY formed the Presidential Unit for the Management of Programs and Reform. The two have already met twice to discuss the matter in private. The controversy may have been quelled, but it has not been dispelled. It is a snake waiting in the tall grass.
