The Bulog Scandal: Lies for the Sake of Lying

Jusuf Kalla, then head of the State Logistics Agency (Bulog), meets President Abdurrahman Wahid at the State Palace. The minister of foreign affairs at that time, Alwi Shihab, is present at the meeting. The president inquires if non-budgetary funds held by Bulog can be used for humanitarian aid. Kalla answers that they can, as long as there is a presidential decision on the matter.
