THE controversial policy is known as Presidential Decree No. 80/2003 on the Procurement of Goods and Services. Over the past two weeks, this decree has been the subject of controversy after State Secretary Yusril Ihza Mahendra was questioned by the Corruption Eradication Commission (KPK) in the corruption case of the procurement of fingerprinting equipment at the Justice & Legal Affairs Department in 2004.
