THE civil servants have taken off their brown-colored safari suits. In the lobby of a public-service office in Jembrana, Bali, the front officers look like bank tellers. Wearing tight-fitting skirts and blue kerchiefs, they skillfully look into stacks of documents. In an air-conditioned hall, people are queuing with serial numbers.
