THE dispute is unlikely to recede despite promises that companies will pay the coal royalties they owed the government. However, it remains unclear just how reimbursements of increased costs resulting from the elimination of the value-added tax (VAT) on coal will be paid out. The departments of Finance and Energy & Mineral Resources are now pointing fingers at each other on who will come up with the accompanying regulations.
