INITIALLY, it seemed like an impossible project: seeking 10 regents or mayors as Tempo’s Figures of 2008. This is not an indication of doubts over the capabilities of regional leaders. However, it is not easy to choose a select few among 472 regencies and cities throughout Indonesia. One difficulty was setting the criteria.
