A FOUL odor, like the smell of rotten shrimp, wafted into Jusuf Serang Kasim’s Kijang Innova car. It was not overpowering, but it was enough to disturb the Mayor, who was passing through the yard at the ferry dock. He dialed a number and contacted the head of the City’s Office of Sanitation. “The docks smell really bad. Find out what’s causing it,” said the Mayor of Tarakan. “Report on it to me immediately.”
