EMPLOYEES of the Sragen, Central Java, district administration found themselves ill at ease in the first roll call they had with Untung Wiyono in May 2001. The newly-elected regent had some very harsh words for those present. Untung didn't mince words when he said that most government workers either lacked discipline, creativeness and innovativeness or were simply inflexible, devious, and not transparent in their jobs as public servants.
