THE cup of coffee in front of President Susilo Bambang Yudhoyono was already empty. The discussion he was having with his guests about the heated animosity between the Corruption Eradication Commission (KPK) and the police department was unfinished. On Sunday night two weeks ago, in the guestroom of Wisma Negara in Jakarta, Yudhoyono asked for a second cup of coffee.
