A GUEST arrived one evening in early 2008. Alone, the man entered the lobby of the Cempaka Mas Apartments in Cempaka Putih, Central Jakarta. Gayus Halomoan Tambunan, a mid-level government worker at the Tax Directorate General at the Finance Department, came down from his 11th floor room and greeted the guest.
