The Special Antiterrorism Detachment 88 has rounded up members of a terrorist network suspected of carrying out bank robberies in North Sumatra. They rob banks to buy weapons. Their leader, Abu Tholut, currently a fugitive, is known to be smart and skilled in the use of various types of arms.
