SUPPLY and demand over the haj has never balanced out. The quota system used by the Saudi government has made some people wait five to eight years before they can perform the pilgrimage to Mecca. Thousands have already registered for departures for the coming seven years. The book listing people who registered at the Religious Affairs Ministry in October alone is about 15 centimeters thick.
