AFTER parking his Yamaha Mio, Hartono almost broke into a full run as he headed for the window where electronic ID cards or e-KTP are produced at the Gambir subdistrict office in Central Jakarta. "I thought it was going to close," he said. Indeed, the office looked deserted on that Friday afternoon, but the e-KTP counter was still open. After filling out a registration form, he went into the photograph room after four minutes of waiting.
