IT was stiflingly hot in the fifth floor hall at the South Tangerang Regional Hospital. There was only a single air-conditioner operating in the 30-square-meter room. On Friday afternoon last week, Mayor Airin Rachmi Diany gathered together all employees to explain the stern warning given to 18 doctors and the dismissal of five doctors who had tenured contracts.
