Pressured from all sides, Surabaya Mayor Tri Rismaharini had nearly given up. She was given a deputy by the PDI-P party without consultation. Not only are they a mismatch, a business agenda seems to be the reason behind his appointment, one of them being the plan to construct a toll road across the city.
