AT the end of 2010, not long after being sworn in as mayor of Surabaya, Tri Rismaharini transferred a large number of employees to other jobs. The Indonesian Democratic Party of Struggle (PDI-P), which had nominated her, had given her a list of 80 or so names, to be placed as subdistrict secretaries and heads of subdistricts and districts, whom they thought had served the party well, and thus were suggested for promotions.
