A RUSTY staple had left a brown mark in the corner of a letter issued by Hadi Purnomo, Imogiri district chief in Bantul regency. Using the letterhead of the 'District of Imogiri', the letter dated July 26, 1996, is addressed Bantul Regent, Army Col. Sri Roso Sudarmo. It gives a lengthy explanation and a denial of news reports by Bernas daily newspaper reporter, Udin, on how the presidential-instructed funds for underdeveloped villages (IDT) had been skimmed for a long time.

As Hadi Purnomo's superior, Sri Roso replied in no uncertain terms to his report. In a handwritten memo, he instructed: Trace this erroneous news report. Prepare charges against the editors or news sources. Prepare it well. Complete before 17 Ag. 'Ag' here refers to August.
