Sultan Hamengku Buwono IX was appointed by President Suharto to seek potential investors overseas. He faced an uphill battle, given Indonesia's inability to repay its debts.
An advertisement offering investment opportunities in Indonesia made a display in The New York Times of January 17, 1969. At the upper left corner one could see the Indonesian Archipelago, while at the lower right the picture of Sultan Hamengku Buwono IX was posted with his signature. This advertisement promoted Indonesia as a country being open to investment. Two years earlier, Indonesia had enacted Law No. 1/1967 on the investment of foreign capital.
