A frustrated Made Ali, deputy coordinator of the Riau Forest Rescuers Network (Jikalahari), in Pekanbaru, sent that text message to Environment and Forestry Minister, Siti Nurbaya Bakar on September 14. Thirteen minutes earlier, he had uploaded a 'meme' of a smiling Siti on his Facebook account.

"Ibu environment minister don't just smile. Push President Jokowi to declare a state of national emergency because of the haze. Force the Riau governor to declare the province under a state of emergency and emergency response, because he is too proud to admit he is unable to deal with the fires.
