Biddings for the procurement of quay container cranes (QCC) for the ports in Palembang, Pontianak and Panjang (Lampung) have gone on since 2007. However, they have repeatedly failed. Richard Joost Lino, who has been Pelindo II's CEO since 2009, finally directly appointed Wuxi HuaDong Heavy Machinery as a contractor for its procurement of QCCs in 2010. Because of this decision, Lino became a corruption suspect.
