The plenary meeting was initially to be led by President Joko Widodo. However, the President failed to appear on the appointed day. He officially confirmed its existence.

Coordinating Minister for the Economy Darmin Nasution was put in charge as chairman of the task force. Coordinating Minister for Political, Legal and Security Affairs Luhut Pandjaitan, Cabinet Secretary Pramono Anung and special staff to the Vice President, Sofjan Wanandi, were appointed as first, second and third deputy chairman, respectively.
