Government efforts to change the mechanism for the distribution of social assistance from cash to non-cash transactions are still caught up in a tug of war over regulations. Banks are willing to distribute social assistance on the condition that the holding period for the funds be increased to 30 days. The problem is this condition conflicts with Article 13 of Finance Minister Regulation No. 254/2015 on Social Assistance Expenditures at Ministries
