A project to produce e-KTP (electronic ID cards) was planned as a slush fund for politicians in the national legislature and Home Affairs Ministry officials long before any tender was held. In the charges filed against Irman and Sugiharto--two ministry officials--in this largest corruption case ever exposed by the Corruption Eradication Commission (KPK) it is clearly stated that those who took part in this project funds stole Rp2.3 trillion from the state.
