In the presence of the Sultan of Langkat Mahmud Rachmatsyah, Tengku Amir Hamzah had to sign an arrest warrant for Achmad Chiari. Achmad, a friend of Amir’s, was about to be arrested for his involvement in a youth movement in Langkat, North Sumatra. There were also others listed on the warrant.
