For the past four months, Jakarta Governor Djarot Saiful Hidayat has written to many people and institutions to revive discussion on land reclamation regulations. None of the institutions, however, have been willing to resume discussions on this ¡®hot potato' topic.

In fact, the National Land Agency (BPN) has already taken some steps in this regard. The North Jakarta land office issued land management rights (HPL) for Island D last June, followed by the issuance of a building usage right (HGB) letter a month later. ¡°Therefore, these two regional regulation bills about land reclamation urgently need to be discussed again," said Djarot last week.
