FOR almost two weeks now hundreds of inter-city and inter-provincial buses—known as AKAP buses—under the Otobus Lorena brand have lain idle. Only 40 of the some 400 units owned by Eka Sari Lorena Transport company are in daily operation. Even then, their occupancy rates are never more than 60 percent.
