THE bill has been under discussion for the last year and a half. About 40 civilian and military representatives were invited to sit on a combined working group drawn from the Department of Defense and TNI headquarters. It was this working group that was responsible for hammering out the details of the bill on a day-to-day basis. The group held meetings in both Jakarta and Puncak.
