THE coordinating meeting of the national disaster relief team in Aceh, held at the meeting hall of the Governor of Nanggroe Aceh Darussalam last Tuesday night, was close to finishing. The clock read 10:30pm. Some who took part in the meeting had not risen from their chairs. The Coordinating Minister for Social Welfare, Alwi Shihab, seemed restless. Something was not right.
