IN the offices of the Bengkulu Governor, one room looks empty. As wide as a shopfront, it contains four rows of empty desks, without any other office equipment, let alone computers. In fact, the office had buzzed with the noise of the office activities of dozens of government employees in the General Affairs Department and Regional Autonomy Department.
