THE atmosphere in the room is similar to that of an editors office approaching a deadline: people are pacing back and forth in a hurry; the fast, endless tapping of computer keyboards mix with the soft sounds of photocopying machine and laser jet printer. Piles of books, papers, and various drafts are scattered all over the table. Siti Nurbaya, 47, the Department of Home Affairs Secretary-General, still looks fresh although it is almost midnight.
